PUBLIC NOTICE REGARDING ELIGIBILITY CERTIFICATE

This is to notify all concerned that the Indian Medical Council (Amendment) Second Ordinance, 2013 [No. 11 of 2013] has been promulgated. It has been notified by the Ministry of Law and Justice in the Official Gazette of India, Extraordinary, Part II-Section 1 bearing no. 42 on 28.09.2013.

Vide section 9 (c) of the aforesaid Ordinance, section 13 (4B) of the Indian Medical Council Act, 1956 has been omitted. Further, vide section 14 of the aforesaid Ordinance clause (ma) of section 33 of the Indian Medical Council Act, 1956 has been substituted. These two provisions pertained to the grant of eligibility certificate to Indian citizens intending to acquire primary medical qualification from foreign countries. By virtue of Section 1 (2) of the Indian Medical Council (Amendment) Ordinance, 2013 the Ordinance is deemed to have come into force on the 15 day of May 2013.

In view of the aforesaid legislation, Indian citizens who intend to acquire primary medical qualification from any foreign country on or after 15 May 2013 are not required to obtain Eligibility Certificate from the Medical Council of India.

Indian citizens who intend to obtain primary medical qualification from any foreign country on or after 15th May 2013 are required to fulfill the Eligibility Criteria for admission to MBBS course as laid down in the Graduate Medical Education Regulation, 1997. The relevant portion of the Regulation is annexed with this public notice.

Relevant Extract from Graduate Medical Education Regulation, 1997 regarding Eligibility Criteria for Admission to MBBS Course

4. Admission to the Medical Course - Eligibility Criteria: No Candidate shall be allowed to be admitted to the Medical Curriculum proper of first Bachelor of Medicine and Bachelor of Surgery (MBBS) Course until:

  1. He/she shall complete the age of 17 years on or before 31st December of the year of admission to the MBBS Course.
  2. He/she has passed qualifying examination as under:
    • The higher secondary examination or the Indian School Certificate Examination which is equivalent to 10+2 Higher Secondary Examination after a period of 12 years study, the last two years of study comprising of physics, Chemistry, Biology and Mathematics or any other elective subjects with English at a level not less than the core course for English as prescribed by the National Council for Educational Research and Training after the introduction of the 10+2+3 years educational structure as recommended by the National Committee on education.
    • Note: Where the course content is not as prescribed for 10+2 education structure of the National Committee, the candidates will have to undergo a period of one year pre-professional training before admission to the Medical colleges.
    • The Intermediate examination in science of an Indian University/Board or other recognized examining body with Physics, Chemistry and Biology which shall include a practical test in these subjects and also English as a compulsory subject.
    • The pre-professional/pre-medical examination with Physics, Chemistry and Biology, after passing either the higher secondary school examination, or the pre-university or an equivalent examination. The pre-professional/pre-medical examination shall include a practical test in Physics, Chemistry & Biology and also English as a compulsory subject.
    • The first year of the three years degree course of a recognized university, with Physics, Chemistry and Biology including a practical test in these subjects provided the examination is a "University Examination" and candidate has passed 10+2 with English at a level not less than a core course.
    • B.Sc examination of an Indian University, provided that he/she has passed the B.Sc examination with not less than two of the following subjects Physics, Chemistry, Biology (Botany, Zoology) and further that he/she has passed the earlier qualifying examination with the following subjects - Physics, Chemistry, Biology and English.
    • Any other examination which, in scope and standard is found to be equivalent to the intermediate science examination of an Indian University/Board, taking Physics, Chemistry and Biology including practical test in each of these subjects and English.

Note: The pre-medical course may be conducted either at Medical College or a Science College.

New Delhi, the 7th March, 2008

S.O. 459(E).-In exercise of the powers conferred by sub-section (4) of the Section 13 of the Indian Medical Council Act, 1956 ( 102of1956), the Central Government, after consultation with the Medical Council of India, hereby makes the following further amendments in Part II of the Third Schedule to the said Act, namely :-

In the said Schedule under the heading "Part Il Recognized Medical Qualifications Granted by Medical Institutions outside India not included in the Second Schedule", after the entries relating to the qualification Doctor of Philosophy (Ph. D.) in Medical Sciences (Dagastan Medical Institute), U.S.S.R.* and below the explanation of the asterisk(*), the following shall be added, namely :-

"All post graduate medical qualifications awarded in Australia and recognized for enrolment as medical practitioners in the concerned specialties in that country;

All post graduate medical qualifications awarded in Canada and recognized for enrolment as medical practitioners in the concerned specialties in that country;

All post graduate medical qualifications awarded in New Zealand and recognized for enrolment as medical practitioners in the concerned specialties in that country;

All post graduate medical qualifications awarded in United Kingdom and recognized for enrolment as medical practitioners in the concerned specialties in that country;

All post graduate medical qualifications awarded in United States of America and recognized for enrolment as - medical practitioners in the concerned specialties in that country."

Accordance with the "Ministry of Education on the issuance of" International Students Undergraduate Medical Education (English) quality control standards Interim Provisions "notice" (teach foreign No. 39 [2007]) request, the "2015/2016 school year to recruit undergraduate clinical medicine (in English) a list of foreign students in universities and enrollment schedule "issued to you, and to notify the relevant requirements are as follows:

One, was included in the 2015/2016 school year to recruit undergraduate clinical professional (English) China List of school students in colleges and universities must establish admissions criteria based on the country, to ensure the quality of enrollment. Each school shall not exceed the number of actual enrollment plan number, and the implementation of electronic school freshmen registration. Program for students enrolled unauthorized ultra shall not be registered.

Second, not included in the list of schools shall recruit undergraduate clinical medicine (in English) foreign students may only enroll in the clinical use of Chinese language teaching undergraduate students, training standards not lower than the standard of clinical training undergraduate students.
